Background of the Study
Regional trade policies play a critical role in shaping the business environment, particularly for small and medium enterprises (SMEs). In Kano State, trade policies implemented between 2000 and 2020 have sought to promote regional integration, reduce trade barriers, and stimulate local business growth. These policies include tariff adjustments, trade facilitation measures, and initiatives to enhance market access for small businesses (Mustapha, 2023). SMEs in Kano are pivotal to the local economy, contributing significantly to employment, innovation, and income generation. However, the effectiveness of regional trade policies in fostering SME growth is influenced by factors such as regulatory efficiency, infrastructure adequacy, and access to finance (Sani, 2024). While some studies indicate positive outcomes in terms of increased trade activities and business expansion, others suggest that bureaucratic hurdles and inconsistent policy implementation continue to constrain SME development. This study examines how regional trade policies affect the growth of small businesses in Kano State by integrating quantitative trade data with qualitative insights from local entrepreneurs. The analysis aims to elucidate the relationship between trade policy reforms and SME performance, thereby informing strategies to create a more conducive business environment (Abdul, 2025).
Statement of the Problem
Despite the introduction of regional trade policies designed to boost small business growth in Kano State, many SMEs still face significant operational challenges. Inadequate infrastructure, regulatory inefficiencies, and limited access to financial resources impede the full realization of policy benefits (Mustapha, 2023). These barriers prevent SMEs from capitalizing on improved market access and trade opportunities, ultimately stifling business expansion and innovation (Sani, 2024). The disconnect between policy intentions and actual business performance raises critical questions regarding the effectiveness of current trade reforms. This study seeks to identify the obstacles hindering SME growth in Kano State and to evaluate how regional trade policies can be optimized to better support small business development (Abdul, 2025).
